Line a cookie sheet with a silicone mat or parchment paper and set aside.
In a small bowl, mix the oats and milk. Set aside.
In another large mixing bowl, add the ground beef, Italian seasoning, onion powder, salt, minced garlic, Paprika, ground black pepper, and Worcestershire Sauce. Mix until all spices are fully incorporated in the ground beef.
Add the grated Parmigiano and the oatmeal mixture.
Mix well.
Use a medium-sized cookie scoop (about 1 1/2 tablespoons), and scoop the meat mixture into balls.
Place the balls on a prepared cookie sheet.
Bake in a preheated oven for 20-25 minutes. The internal temperature should be at least 165°F.

Notes
Ground Chuck, Ground Sausage, or Gound Turkey would work for this, it can also be a mixture.
