Begin by browning the ground beef in a large skillet on medium-high heat. Add in the onion, garlic, green pepper, and salt.
Cook until well done, drain, and return to the pan.
In a medium-size mixing bowl, mix the baking mix, milk, and eggs.
Spray a 9-inch pie pan with nonstick cooking spray, then pour in just enough of the egg mixture to cover the bottom of the pan. Next, pour in the meat mixture.
Once the meat mixture is poured in, add the shredded cheese, about 1 1/2-2 cups.
Pour the remaining egg mixture evenly over the top of the meat mixture.
Bake for 25-30 minutes or until the center is set and browned.
Cool 5 minutes and serve with additional salt or condiments.
