Begin by browning the turkey sausage, add in the fennel, garlic powder, onion powder, and ground sage.
Once the sausage is browned, drain if necessary, then return to the pan and add in the onion and tomato.
Let this simmer for about 5 minutes or until the onion is slightly browned.
Mix in the cooked and scrambled eggs.
Slice the tops off the peppers and clean them out, then add the sausage mixture to each pepper and place in a baking dish.
Bake for 30 minutes or until the peppers are soft.
Top with cheese and serve.
Notes
Freezer Cooking Instructions - if you are making these for the freezer, assemble the peppers but DO NOT cook them until you are ready to serve them. So do not preheat the oven, just assemble them and store them. When ready to serve, let them defrost for about an hour or less and then bake at 400 degrees for 30 minutes.
